The Bush Administration is proposing changes to the Endangered Species Act, such that federal agencies would no longer be required to submit to independent reviews of the environmental effects of mining, highway construction, the building of dams, etc. This guts the basic mechanism of the legislation, making it meaningless.
The departments doing the construction would be allowed to do their own assessments of their environmental effects. This is akin to allowing twelve-year-olds to set their own homework schedules and write the truancy laws.
It is amazing how craven and callow the rightist Bush Administration is. They will abdicate all responsibility to achieve a political end.
